GPS receivers are just that - receivers. They can’t transmit anything, let alone your position to anyone.

Well… this isn’t far from the truth. Those fancy realtime satellite images for consumer use are plain product of hollywood, but there are services that enable you to track GSM phones (like http://www.mapamobile.com/). The location is then drawn on the map.
Here’s a quote from mapamobile user…
You give them (mapamobile) your mobile number and the number(s) of the phone you want to trace, buy some credit on your account and away you go. You can then trace the location of a mobile phone by SMS, email or telephone; the person being traced receives a text message on a regular basis (every few days) to remind them they’re able to be traced and giving them instructions on how to opt-out if they want to cancel the arrangement. The user of the traceable handset has to opt-in in the first place too.
It’s all based on GSM radiotowers and phone communicating back and forth all the time… Your location can be traced more accurately when more GSM trasmitter towers are near you. Also as technology advances also tracking accuracy increases for each GSM tower. I bet police or some such can use that tracking mechanism also silently when required.
Yes it’s impossible to actively track your cellphone when it’s not connected to the network, but the location where the phone was turned off (or cut off from the network for some other reason, like because of too weak connection) remains in the GSM access point database (I don’t know how long thou).
I have a short Finnish version of GSM tracking datasheet but I’m too lazy to translate it. I’m just quoting some points here and there from it.
i think this all came to light when the police tracked OJ Simpson by his cell phone during that famous low-speed chase.
