Omg, that is such a woefully weak and pathetic GPU my friend. If money is an issue, I highly encourage you get a used 780Ti (or another GPU that has roughly the same amount of muscles) on Ebay etc, for around a hundred bucks… For as long as it would take that pussy of a GPU to render your images, you might as well just draw your art by hand…
To be blunt, that wouldn’t make any difference to the Ryzen. That might even be better.
I wouldn’t worry too much about compute power. If you don’t have particularly noisy renders and don’t care about sims and rendering animations, doing everything on the Ryzen is not that much of an inconvenience. I do a lot of tinkering on my Laptop (with a i7 8550, which is quite a bit slower than that Ryzen).
A 1030 GPU is pointless, though. GPU rendering as such is not that much faster, that it will be any speedup at all (I have a MX150 in my laptop, which is roughly the same speed as a GT1030, and it renders considerably slower than the CPU). I’d say either you get a really fat one or you forget about it.

Radeon Vega 8 has OpenGL 4.6, so it will run Blender 2.8x and the future versions years to come.
Cycles rendering and any other path tracing rendering is really slow task. There is no magic bullet that makes it fast, at least with some few hundred dollars.

Huh?.. where are you getting your info? Guessing? I have three 980Ti Hybrids and E-Cycles. Slow is not how I would characterize my rendering. A lot of my animations take around 5 seconds a frame @ 1080p… And when I replace them with three 2080Ti or possibly three 2080 Supers in the coming months, and using OptiX E-Cycles, my stuff will be rendering nearly real-time…

I have to say, you are first and only human being I have found, that thinks Cycles (or any other path tracing engine) is fast enough. There is even memes saying, it should be faster:

Gtx 980 TI is great card, I also had one of those; it run hot. Now I have in custom water cool loop gtx 1080 TI and gtx 1080. Render times depends totally on the scene: how much objects, vertices, materials, textures, animation etc. Pixar has 10h to 100h render times per frame. But yeah, those are high feature quality.
Simple animation frame in my renders is 30s to 2mins. Some very simples are 10s or even less. But I have a hardware worth at least €2000. Now the person who started this thread asks about a budget level of mobile cpu, and the apu coming with it. Would you really say to him that Cycles is fast enough, and don’t worry, just buy something old hardware with 100$ or so, and it will be ok. ??
But as I said, using Blender is not rendering with Cycles for many people. For example gaming people don’t really use that much Cycles.
My hybrids do not run hot. Never go above 54°. Are you not familiar with E-Cycles? How about denoising? Your 30s to 2mins could be a fraction of that, here in October 2019.
I think you missed the key point @vilvei was making, so let me highlight it for you:
If the OP is considering getting an $80 video card, which is more than the $0 they originally wanted to spend. Saying that rendering is fast with ~$1200 worth of video card is kinda tone-deaf, don’t you think?

I completely agree. However, Substance Painter isnt really usable with entry levels either. I have a MX150 in a laptop and using Substance with it is a pain. Might be usable if he uses it in 1kx1k mode or lower though.
What about Rx 560?
I never had an AMD GPU since I started taking 3D more seriously to be honest.

gpu is important, because blender’viewport or eevee engine use gpu to calculate. choose gpu carefully. my nvidia Quadra p500 is a disaster,it always be leggy.
The integrated GPU should be fine for a while, save up and upgrade to at least a mid-grade gpu like RX 470 or better, later on.
Is that just for the gpu? 112 should be able to get you either a used RX 470 or RX 480, but not likely much more than that. I’d still recommend perhaps saving some more.
That’s basically a (cut-down) MX150, but with a different firmware and driver, perhaps a few capacitors placed differently on it too to identify as a Quadro instead.
Note that Quadros are often clocked much lower than their consumer/gaming equivalents.
Yeah, 112 doesnt get him much of a GPU.
Apart from that, can the PSU even handle a higher grade card?

For that price you also might find a used Geforce 970 or even 980 if you want CUDA compatability.
