Well, unfortunately, I cant pay anything, but I could make a promise, like crediting in any projects I make with it…
A lot of people here use Blender in a professional matter, and are probably hesitant to spend countless hours on a promise. We already see that behavior way to often in talks with possible jobs…
You may move this to the volunteer job area of the website and see if people want to help you with parts of the job.

But I cant pay anything, do you know anyone or anything that will be able to make it without having to pay things, like, I cant make it myself, its to complex for me, and I need someone that can make it better than I could, like, I cant rig because I dont know how to weight paint! And I just cant do it.
Many people choose to solve themselves for many reasons.
Please ask for volunteering as per @RobWu opinion.
It’s better to prepare the materials and communicate your intentions accurately.
If its a personal project with no deadline, I suggest you dive into the multitude of YT videos about rigging and weight painting. We all have to start somewhere, and coming in on your first post ever to request a fully modeled, textured and rigged chcarcter is a bit over the top.
Again, lots of people here are professionals that are willing to help with knowledge. Do the research, try something and come back with questions and we’re here to help.
It’s the only way to properly learn Blender.
And search for the volunteer jobs section, and post your question there as well. Maybe someone is willing to help you out on a freebie. But you will learn nothing and will have a model done without the knowledge of being able to do it yourself.
We’ve al been there, and beginning is the hardest part…
