I have met this situation several times before, and I choose to reopen blender to solve the problem.
Today I encounter it again, but I found if I press 0 to switch to the camera view, everything is ok. Once i pan my view and get into perspective view, nothing shows up.
And here is the trick to solve this. press 0 to switch to the camera view, and then press Home key on the keyboard, then if you pan your view, everything works fine. It seems the Home key is the switch to this weird viewing issue.
Anyone know what actually happened? It’s really annoying spending times on fixing this. Hope could help someone else

No, i have checked the clipping setting.
Until 2.82 hits, there’s a bug with view location. If you somehow manage to make it “not a number” (which itself is indicative of another, not yet identified, bug), those “not a numbers” due to their infectious nature will prohibit you from navigating.
The solution is to focus view on something (by selecting an object and doing View -> Frame All), or like you were doing with the Home key.
With 2.82, such view corruption should no longer be possible. But the actual cause of the issue remains as yet elusive, so if you happen to have any clue as to why you might’ve focused on something in oblivion, please don’t hesitate to report.

vaguely remember something similar in some old file
found out that one curve object had a location almost at infinity
du to a bug in curve edit !
check if you have such an object with weird location
