I am running 2.58. Both the model I want to append to and the model that I want to append were both made in 2.58. Whenever I try to append, nothing happens. I tried doing it with the keyboard shortcut (Shift F1) and through the toolbar menus (file to append). I remember being able to do this in 2.49 just fine, so is this a 2.5 issue?

Doubt it, append works fine just as in all previous versions. Why are you not using the latest version by the way.
So most likely user error.
Are the appended objects showing in the outliner, maybe they are on a layer you have set not be visible
Are you appending the object, not the mesh
