I changed the Properties Panel background color and it shows up in every individual panel except the Modifiers Panel. I can’t find any info about this. Did I do something to make this happen or is it a known bug?

I’m now using Blender 2.69
Here is what I originally did.
Blender User Preferences / Properties / Show Background (ON) / Background (changed color)
There are 12 options in my Properties window Header (Render, Render Layers, Scene, World, etc.).
I will use the Material panel as an example. Before changing the background color, the area at the top of the panel which contains the material name(s) was medium grey. When I clicked on the little triangle to the left of the various option names in order to expand each one, the option backgrounds were also the same medium grey.
After changing the background color as indicated above, the color changed in all the different options when expanded. The color in the medium grey triangle area did NOT change. The color also did NOT change in the material name area at the top of the panel, it remained medium grey.
I clicked on all 12 options in the Properties window and found the new color in 11 of them. The color remained the same medium grey in the Modifiers panel.
After reading your message, I found that “User Interface / Box / Inner” does what I want, more or less.
After changing the color in “User Interface / Box / Inner” then adding a new modifier in the Modifier panel and clicking on the triangle to expand the modifier, the new color shows up in the background, but it also shows in the rectangle area where the triangle is located. Before clicking on the triangle, the rectangle color had already changed. It is now more difficult to tell when an option is closed, because it has the same color as an expanded one.
This new color also shows up in the “Box” areas of all the other 11 Property panels.
The way I originally changed the background color yields a much better result than what “User Interface / Box / Inner” does.
I wonder why my original way only changed background color in 11 of the options and not also the Modifiers panel? I can live with adding the 2[SUP]nd[/SUP] method, but wish it just finished in the same manner where the 1[SUP]st[/SUP] way left off.

Can someone tell me why “User Interface / Box / Inner” changes the Modifier Panel Background Color along with the boxes instead of “Blender User Preferences / Properties / Show Background (ON) / Background ” which changes background color for the other 11 panels in the properties window. I would never have thought to try using “User Interface / Box / Inner”. Very strange.
