Cant find Fluid panel in Blender 2.5?

I cant find the fluid panel in Blender 2.5? Im following along a 2.5 fluid tutorial and my copy of Blender appears to be missing the fluid panel button? Any ideas?

It says ‘see Fluid panel’, you need to add a fluid first of all

That part of my menu is cut off? really weird?

Widen the button window or middle mouse on the top row icons to move them along
