MMB does rotate the view and Shift-MMB pans the view for me (not the camera). Try select camera, be in camera view, press G to move camera.
If you’re in camera view (with camera object selected) and hit “r” for rotate, then middle mouse click, that will pan. You can alternatively hit “g” to grab and that will track side to side and if you middle mouse click after hitting “g”, it will dolly in and out.
If you’re just having issues with any of this, either a tech glitch with your version of blender or could check the following sections, see if the camera is locked in some way (or check any parenting or constraints as well):
Aw shoot. None of those suggestions work. Oh well. It’s not insurmountable. Just a tad annoying.

So you use another key setting, your mouse is dead and you keyboard broken, screen black, no power in the house ?? Did you disabled the camera from selection or in viewport or hided it in viewport… then it isn’t movable any more…
You don’t honestly think the guy wrote this message with a broken / dead keyboard and mouse, do you? @Gnaws, I am also having this issue. Going to go to another source for answers, now…
You’re seriously replying to a thread from May 2022, for your first post here in the past 5 years?
The first step I would take to solve this problem, is to check your hot keys and be sure that you don’t have two commands assigned to the same button.
And yes, hardware does malfunction. This very week, the scroll wheel on my mouse has started acting like a click if it’s barely touched. Acted exactly like nav bug in blender, but after switching out the mouse I determined it was a hardware issue.

Sometimes users post their problems and nothing about their system, version or any other info… and yes we had a discussion here were someone was blaming blender, the developers and other users for…whatever… and finally his mouse was defect…
Of course my answer was exaggerated because… no more info… maybe because of the language used i just read “nothing works”… whatever… it seems the OP wasn’t interested anymore… he didn;t even mentioned if he could pan before…
Sometimes screenshots reveals something new users do not see on first sight… like for example switching into local view… “all my object except one disappeared please help…”…
…so… if you also just do not want to tell anybody a little bit more about your actual problem… you also might get the usual guesses… like for example: reset to factory settings…
So for a start: Can you use the keyboard to pan like mentioned in the docs.blender manual editors 3dview navigate navigation#pan ?
Meanwhile i heard dozen of tips aboout this even if it seem not everh append to me…

…for me this always was just twiddleing every screw… i rather want o know why…
A simple screen shot with blender itself ( Window → Save Screenshot ) and no cropped something… ( and also not t at 3400x2400 something… ) may some little more experience user just show the problem… and also if this happens in a fresh new file… then there has to be some settings changed and saved as default ← that’s also why i recommend switching Auto-Save Preferences off. (Blender Preferences bottom left “burger”-icon ).

By this impressive post… even not uploading the image here on BA but on an external site which may dissapear someday and will break this conversation… ( the imgur link also seems to have some problem not showing here correctly ) and muting me… you just proved… that you can’t be helped… and sadly you provided also nothing more about you former problem… so this also doesn’t help any other…
If there would have been more info and maybe any solution also would be tagged as Solution then maybe even @drinner could have found this more easily… or may have read any valuable reply from you… maybe even now… so that’s that much about your participation in this community… demanding answers with insufficient data… fighting over words…
