Can't rotate objects in viewport with keyboard

Been working in this little project and found I seem to have lost the ability to rotate objects in the viewport using the keyboard. They rotate alright from the properties panel, just not with the keyboard. Wondering if anybody’s run into this and what the problem is. Here’s the .blend: http://www.pasteall.org/blend/25180
