Hello,
I can’t rotate or move the view anymore (it worked earlier with the middle mouse button; the mouse is working, i restarted, loaded factory settings etc…nothing helped).
What could be the reason?
I work with blender 2.76b on Kubuntu.

Current version is 2.78c so you’re using one installed from the repository, which is different. Download, unpack and run the official from the website. Issues with repository versions go to distribution support.
There’s not much settings for input devices, Blender uses whatever is available to it. Factory reset should work on the Blender side, especially since it worked before. A report suggests there is something in the system that steals the events/focus from Blender https://developer.blender.org/T50633
Mouse problems on Windows have been mouse settings related but probably won’t apply to you.

also the instructions in the linked post did not help…
I solved the problem by using another mouse- (an older one)- so it seems to be something with the mouse driver… i didn’t try for a long time, because zooming with the middle mouse worked fine…
