Below you see a test rendering. the tricky part is to make the highlights only show up on a specific parts of the texture plus you want to use a fresnel blend to limit the texture highlights. In this case I simply used a mix node with only one shader input. There is an issue in the top image with the sharper highlight being less dim then then the pattern highlight below when you want to add only a soft glossy coating. To fix this use the already applied fresnel for the pattern highlight also for the last highlight overlay.
