First, why does my cartoon character have lines going through him. The material is very basic, it has a diffuse toon shadder with 1.00 intensity and specular of 0. Everything else is the defualt blender internal material.
Second, it takes my 2 minutes to render each frame which seems a little silly for only rendering a single cartoon character. Is there any way to increase the speed.

Do you somehow have dozens of copies of that same model overlapping? It might explain how something so seemingly-simple could be taking so long to render, and it could explain the lines going through it.
Another reason for slow rendering could be a problem with your hardware (not enough memory, etc.) or the settings you have in Blender (render size/quality etc.). I couldn’t say without knowing your setup. I dunno…good luck
Freestyle is still working out some integration problems IMO. Just because it’s drawing a few lines doesn’t mean there’s not a huge amount of calculation going on, which is being discarded after. You can speed it up by unchecking options in the freestyle section of the render layers panel but I don’t know specifically which one is the problem. Certainly ridges and valleys and suggested contours are intensive, as are setting a large sphere and the smoothing option.
