Very simple question: is there a way in Blender to cel-shade your renders?

I think you are referring to blender’s toon shader. Under the material settings, (F5) you can change the diffuse and specular shaders. The default are Lambert and Cook-Torr. If you click on them and choose ‘toon’, I think you will get your desired effect.
