Cell fracture vs fracture tool

I´ve been playing around with cell fracture, and I´ve found in a couple of videos the Fracture tool, which seems to do the same.
There´s a important difference between both or is just a personal preference?

You could try a custom-build with the fracture-modifier inside. Because its a modifier you are able to change settings (constraints, shards, breaking-conditions, etc) on the fly.
This project is still in development, but works fine!
