Well, according to the wiktionary flutter means:
- To flap or wave quickly but irregularly
- To drive into disorder; to throw into confusion.
The second point reminds me of chaos, which in turn is related to the butterfly effect. In a sense, this effect states that a small action can have huge consequences. Put differently, cause and consequence can be very asymmetric.
That was at least my interpretation.
