Is there a way to tell blender 1 blender unit = 1 mm (or anything else I want) without touching the scene scale parameter?
Why? Sometimes we want to work and export to other software which has different default units, but if you scale the scene unit that affects many other interface parameters like default modifiers values and slider sensitivity.
So, woild It be possible to change blender’s default units (inside each system: metric, imperial, etc)?

AFAIK no…
If you have the default cube (and default Metric ) with a side length of 2m and switch to Imperial it changes to 6.56 foot/inch (?).
You might switch to none so it’s simple 2 units now… but i don’t know how other apps would interpret this then…
But some exporters do have also a scale option…
