I have combed the parents so that they don’t go inside the mesh:

but children grow inside the mesh:

Why?

I think you need to try increasing values in Viewport Display > Stand steps or Bspline Steps.
If I set the bspline steps value and the strand step value to the highest possible value I have the same problem as you can see from this screenshot:
I solved this problem setting the clump to 1 and the shape to -0.85
