Configuring and locking UI User Interface

Hello Blender Community !

  1. Is it possible to re-configure completely the UI, put it NAKED and redefine all menus with only the commands I’ d like - for example under / File / (only) Open (and) Save ?

  2. Is it possible to LOCK that modified interface in a way that no change would be possible ? (even the RMB Header or Split/Join/… should be disabled) Would I have to modify some files for that ? Which ones ?
