Confused - armature/bone vs world orientation - Looking for help or explanation!!!

I’m confused and I don’t understand how I should be orienting the bones in an armature.

Looking at the world, the orientation is Z up, X (right/east) and Y (rear/north). When I create a bone the head and tail are created along the Z (up) axis. But, when I look at the edit orientation on the bone head, I find the Z is (front/south), x remains (right/east) and Y is up.

How does this affect my model? If I’m creating a biped, and I want it standing with the head to be Z up, as I create my armature, should I be laying the bones on their side so that the rotation off the head of the bone is orientated to the world? But then, if I leave a group of bone connected in a series, how do I accomplish the orientation to the world? I can’t lay connected bones on their sides to orientate the heads to the world.

If it doesn’t really matter then please let me know. If it does matter, please explain how I would either rotate connected bones so the bone head rotations are the same as the world, or how to rotate the bone head orientation to be the same as the world?
