as far im aware you cant, if you want to make apps for the ps2 youll need a dev. kit, get hold of an xbox and get the XNA kit with torque.

ps2’s weren’t modeble as much as xbox as it is really hard, and as far as i know the furthest that they got was to make it play backups… which i tried to incorporate into mine but was unsuccessful

If you don’t want to go open source, you can buy the official PS2 development kit, but I’m not sure how much it will cost. I do know it will be expensive though = (
