"Context panel group" I cannot find this thing on the Blender Interface.. Where is it

I’m trying to access this ‘Context panel group’ and I must be blind because I don’t see the icon for it anywhere. I do see “mesh tools” and “mesh options” but not one that simply says “Mesh” with options as shown in the manual. Thanks.

this manual page is for blender 2.4, if you’re using a newer version alot has changed, what exactly are you trying to do?
