Now I have 11/14 chances of winning, depanding on the initial number of matches.
nb = number of matches
The trick is to always leave the computer with (nb % 4 = 1) after each of your move.
Your first move is to reduce the number of matches to fit this rule. After that, always eliminate a number of matches as to always comply to this rules (that means that the number of matches that the computer eliminates + the number of matches that you eliminate must be equal to 4).

If you start with 17, 21 or 25 matches, you are screwed.
Otherwise, follow those rules.
Starting move
14, 18, 22, 26 matches: remove 1 match
15, 19, 23, 27 matches: remove 2 matches
16, 20, 24, 28 matches: remove 3 matches
After the first move, your opponent is already doom, as long as you follow that rule:
if he removes 1 match, remove 3
if he removes 2 matches, remove 2
if he removes 3 matches, remove 1
