copy rotation constraint

I know that it is possible to copy the exact rotation angle, but is it possible only to add the rotation?

example: I have many bones that start at different rotations but need to rotate the same amount. Is there a constraint I can add to all of them so I can control them all?

You can give them each a constraint (Ctrl-C menu in 2.4) using the same target or you can parent them each to a bone or empty with the constraint.
