I can see it from your other threads, that you’re trying to create this object in 3-D and it looks like you’ve decided to try to do in the manner of your question.
So let’s just cut to the short answer of: this is not a possibility for you.
As (also) mentioned in one of those other topics an dnow a bit more writen out :
This real life surface effect is build of the amount of covering paint, enamel, overglaze and depends on the thickness which depends ont the surface structure and viscosity of that material.
It might work some glas shader with the blue dependend on the some “difference” (volume ?) between the not glazed form and the “smoothed” surface of that varnish material coating it ??
So it is very difficult to exactly match that to some shader setup if not very very informed about that physical properties and a big knowledge about re-engineering that real material into a material of any renderengine.
Also the visibly refelctions depend on the environment. So it likely almost impossible to “just” create some single texture out of it.

The way I can think of it is 3D scanning.
Photoscan can be used to obtain 3D models and surface images, normal, and displacement.
The problem is that the photo scan does not recognize reflections and transparent materials well.
These days, it seems to be solved to some extent with services using Ai, but I don’t know the results.
However, photo scans do not have clean results.
I think the best way is to follow the same process as how to make pottery.
After painting in the state before heating with painting
It expresses shading, such as when the ceramic is heated to give the surface a glass-like sheen.
Ceramics are not as smooth as mirrors.
Small reflections are made in various directions.
Or you can think of ways to create a glass layer on the ceramic surface.
