Creating a coloured in shape on a character


I have a 3DSMAX model that was imported into Blender. When imported the little cartoon penguin model was missing a coloured section of it’s body. I cannot for the life of me figure out how to “draw in” or recreate those lines.
What’s the simplest fastest way of doing this?
I’ll attach some images. The entire WHITE area is missing. THANKS

Your model surely has three materials? I remember that Max has this multi-xy something and maybe the exporting doesn’t do this in .3ds (?). Or was ist .obj or .fbx or even …
