Creating an inset or an inset copy of a flat edge loop shape

Below is an object that was converted from text “2” but with high resolution. The black surface is not filled black but black because of all the edges. Anyway, I selected the outlining edge loop. Now, can I create an “inset” version of the loop? That is, a new edges that looks like “2” but thinner in all directions; Not a scaled-down version of the same shape. The new edges do not have to be the same object, a separate object will be fine.

I would not want “Limited Dissolve” because it makes the edges not smooth.

Select outer edge, invert selection and delete verts. Select outline again, F to fill, then inset.
With that density of mesh it will probably be beneficial to remesh it first.
