Creating turbulent waters in 2.5?

I hope this is the correct category…not sure if it’s particles or mesh deforming which can do what I’m asking about…

I’d like to have something that looks like stormy, turbulent waters, maybe with waves crashing against rocks, etc. I’d also like it to be in an “open” scene…open as in out doors, and also within a container, so that crashing water would be confined by the container walls.

can 2.5 do something like this? if so, does anyone know of tutorials which are close to what I’m hoping to do?
