CrowdMaster not using full Action pose?

I’m trying to use CrowdMaster to generate a section of a stadium. Right now I just have the simulation connected to a single “sitting” action, but when I run the simulation it looks like the character is squatting and not fully sitting. If I apply the action directly to the original rig it works perfectly every time, just not in the sim. Any idea what could be going on?
