CTRL behaviour (smooth move vs. grid snapping) is suddenly reversed for me?

Why is it that all of a sudden, the behaviour for CTRL seems to be inverted for me?
For example in the Grab tool, I could move my selection freely but by holding down CTRL have it snap to units on the grid. Now suddenly by default it snaps to the grid but holding CTRL makes it move smoothly.

What did I do and how can I change that behaviour again? I reset to Factory Settings but it still does this.

Turn off snapping on the 3d view header (magnet icon)

I’m sorry - I may be blind here but I don’t see it… Where exactly is that? 3D view header is the bar on top? I’m not seeing a Magnet icon.

Was looking at the top for the “header”, not the bottom.
And I also found the mistake - I accidentally pressed Shift+Tab, the hotkey for snapping.
