I’m trying to make hair using curves, but for some reason I cant rotate the curve ):

Could you add some screenshots showing what you’ve currently got, and more details about what you’re looking for? 
Try switching the curve direction…if it is the very end of the curve and mostly straight it just revolves around the X-axis and you can’t tell it is rotating…once it moves to your liking…you can switch it back and both ends will rotate…

If you want to rotate a point of a curve in this axis in edit mode, you have to do this with the tilt function, e.g. Ctrl + t + x for the rotation in the X-axis as in your example.
What about rotation y and z?
