Rotation points are not matching up to each other and the curve is stunting the arrayed planes. How do I fix this?

What do you expect? The arrayed chain part can’t be bend in the hook of your curve so the array modifier tries to match the first third of the chain part before the hook and the other two third after the hook and then it position the next chain part in the midpoint:
If your curve woulde more round (yellow) it would work:
