Hey, I want to know how to “cut” a circular shape into a mesh.
What are my options short of loop cutting and then manually making a circle 5 times (this will be accurate, but I’m sure you can “cut” a circle using some tool or something.

Your first option is better, the second is Booleans (messy); either Shft-select two meshes in Object mode and W >> Intersect or from that menu add a Boolean Intersect modifier.
