I’ve recently noticed an issue with Cycles involving Blender models appended into a scene from a library with image textures/UV maps already attached and packed within the file. Cycles doesn’t seem to recognize these images until the original path for the UV map or image on the hard drive is input. This is a significant problem particularly if the original image textures or UV maps used in the library model no longer exist.
To solve the problem, I’ve had to save copies of the embedded images from the packed file to the hard drive then redirect Cycles to those copies.
I could be wrong but logically if you are opening a packed model in Blender that was created in Blender, regardless of the render engine you are using, it should recognize all assets saved within the file. As a result, I’m looking at this issue as a bug.
If this is a known issue, I can’t find any references to it and I am curious if anyone else has experienced this problem.
Cycles is still relatively new; it can’t yet use packed image data. Unpack the textures…
Alas, you are wrong, I know of other external renderers that cannot use packed textures. Cycles is, effectively, an external render engine.

Its clearly stated that it doesn’t use packed textures in the cycles documentaion (always a good starting point to refer to if you have a query) and covered many times in these forums.
