Toon Boom has the concept of Deformation rigs that can be used the deform the outside of a shape. I’m curious if anyone has a good idea for acheiving this kind of functionality?

I don’t remember much about toon boom tools, so I’m not sure if we’re talking about the same thing, but in Blender the best way I can think of to deform shapes/drawings is using lattices.
Just use an armature and assign the weights manually. Use single bone per stroke, single object per character, separate layer for the head in case you need to turn it or change facial expressions.
