I am wondering if there is a way to disable scaling UI with Ctrl - middle mouse.

I don’t think Blender supports that out of the box, you could probably use AutoHotKey and write a script to ignore that input when using Blender though.
All shortcuts can be disabled in Keymap section of Preferences window.
To disable Ctrl middle mouse shortcut, you just need to display Preferences window ( Edit menu > Preferences…).
Then in Keymap tab, expand View 2D section. There, disable Zoom 2D View shortcut.
