Discourse upgraded to 2.3.0.beta8

I just updated our Discourse instance to 2.3.0.beta8. This bumps up two versions, here are the release notes:

The biggest user facing changes are:

Let users delete their own topics

Allow end users to tombstone and close the topic if it has no replies (waiting 24 hours till actual deletion).
