Does Blender have 3DMax's "Regularize"? (video inside)

What I want to do is explained in 10 seconds in this video. The hole video is good though.

Does Blender have that tool?

I believe it’s not possible natively but you can do it via Loop Tools addon. Basically you select face > right click > LoopTools > Circle

Select your vertices (or edge loop) > Mesh > Transform > To Sphere > Drag Mouse to Right
