Version: Blender 2.73. Not working manipulator (arrows that appear on the object in the allocation). In Blender 2.69 and it works.

In File / Iser Preferences / System panel you could try changing the Selection option

Are your graphics drivers up to date?
Did you try Richard’s suggestion? Here is where to find it:

Try different settings for the “Selection” mode.
