DOF is a very nice filter,and the actual DOF does really good…but is there any way to have it on screen partially?

This looks like a simple radial blur, I think taht you may find it on this forum somewhere, or you can try to configure the values of the depth of field that martinsh madethe auto focus script ahve some values that you can change to make it look the wyayou want.
there is nother filter that gives you a nice blur around the scene but it also affects the colors of the scene, the name is chromatic aberration, if you want take a look, martinsh implemented it on the snowflake grouth!
