Why is the “Draw Curve” option grayed out? Blender 2.78?
You need to add any curve object first. Then Tab into Edit mode for that and Draw Curve will be available.

I’m not sure that’s all there is to it. I’ve tried it every way I can think of (just a few) and I never get options to draw a curve on a surface.
SOLVED: I needed to find an “Options” tab along the left edge of the Tools pane.
