When drawing a curve onto a surface, it doesn’t register the surface if in wireframe viewport mode. Is that normal? Can this be changed somehow? Or is it a bug? X-ray toggle doesn’t affect this, only switching into “Wireframe” view.

Yes it is normal, has always been like that. I would call it a limitation more than a bug.
If you need to see the wireframe of your guide object while drawing you can turn on wireframe in viewport settings, (of the guide object), I know it is not the same, you still need to be in solid or xray mode.
