Dupe New Windows, can I always show?

Is there a way in Blender or Windows OS to make the (duplicated) floating windows (that 2.5 allows) to always be visible on top. Sort of like the windows “Task Manager”?

I am using a floating window as a scene browser for VSE, but each time I click back to the main window I lose the float window.

Here is a workaround, I am running 2 windows but you have to set this up each time :confused:
