Create a new empty. Parent any root-level objects (axle?) to the empty. Duplicate all objects, including this empty parent. Move the new, duplicated empty. Your other duplicates will follow, because they are parented to the empty; they’ll keep their animation relative to the new position of this empty, because their transforms are measured in local space-- relative to their parent.
That word “empty” sure looks weird when you look at it long enough.
