Is it possible to save out a weight map or displacement image when using the dynamic paint waves feature? So it would be possible to use that image sequence to displace another object, without using dynamic paint? Or to take the image sequence into another program?

I tested what I was talking about… Unfortunately, you can’t. You could re-use a paint or wet map but not a “wavemap”. Blender stores its data in a binary format for which I know no converter (if that’s even possible).
