I created a plane. subdivided it, broke all the parts into separate pieces, then rotated the pieces around their individual normals. (this is one object ie. I am working in edit mode)
What I found was that 99% of them rotated the way I wanted, but a few of the squares rotated in the opposite direction. When I click on each one, the transform manipulator was upside-down. ie. x facing down instead of up, and others were rotated 90 degrees, so x is facing down instead of to the left. I tried flipping normals, but that didn’t do anything. How do I makes sure that the transformation axis are are all facing in the same direction so that all the objects rotate in the same direction?
