Empty won't spawn house

Why doesn’t my house spawn from empty when i parent it to the terrain in layer one?

I’m afraid the blend is not helping me to understand the problem.

If you parent an object in an inactive layer to an object in an active layer, you can’t spawn that first object.

If you need to parent it, do it in game, with python, after spawning it.
