Is there any way to export and import materials made in blender files into other scenes?
Yeah, use Shift+F1, browse to the file from which you want to import materials from, go to Materials, right click the materials you want to import and hit “Import”. As easy as that 
what about exporting them?
Well…no need to export them. Just IMPORT them from the file where you saved them, into the file, where you need them. Hope that makes sense.
