I am trying to get a scene with keyframe animation applied directly to the objects out of blender into 3dsm, as far as I know the only format that this works with is md2 but 3dsm cant import md2 by default

Blender exported formats of interest to you would be FBX, Collada, BVH.
There was also a python script initiative to export fluid simulation data to 3DSMAX.
It would be nice if you could then let us know how things came out.
