Extremely frustrating viewport issue in Blender?

I got a new laptop and it has this issue:

I dont understand why this is happening. The specs of the laptop are completely fine, and this is a new installation of Blender. What s causing this issue?
Its hard to see, but there’s basically a weird frizzling and splitting going on through the viewport.

In User Preferences->System tab look at the options under Window Draw Method:

Found out it was actually an issue with mobile nVidia GPUs on the latest driver with the newest Blender build :frowning: Using my Intel integrated now and it works fine, just slower unfortunately.

Usually has to do with V-sync. Try deactivating this and seeing what happens.
