i am wanting to extrude and scale simultaneously and not be locked into a right angle that is perpendicular to my original line.
In other words, I am making Christmas lights and there needs to be a slight curve in making the bulbs

Modelling is to move Vertex and shape it.
Extrude is just one feature.
Processes such as extrude, movement, and scale are required together.

If this process is challenging, it can be created using curves and screw modifiers.
